Charlie is a Hill Country native with a background in small business and regional water planning & management.  He and his family live on Edwards Aquifer outcrop in the shady headwaters of Indian Creek.


Keaton Hoelscher

Geo Technician

BS Geology, Texas A&M University (2015)

Before working at HTGCD, Keaton worked as an Environmental Investigator for the TCEQ Regional-10 Beaumont office conducting compliance inspections for petroleum storage tanks.
Hobbies include: reading, camping, kayaking, and fantasy football. Has a 1-year old Pembroke Welsh Corgi named Beans.
He and his family live in Leander and depend on city water.


Laura Thomas

Assistant General Manager

BA Economics and BA Environmental Studies, University of Colorado at Boulder

A Fort Worth native, Laura has lived in the hill country for over 18 years, currently near the Pedernales with her family. She worked at the Texas Legislature for almost 15 years, including 8 years as Clerk of the Committee on House Administration.


Radu Boghici, P.G.

Hydrogeologist

M.Sc Geological Sciences, The University of Texas at Austin (1997); B.Sc. Geological Engineering, the University of Bucharest, Romania (1987)

Radu has been working with Texas groundwater for the past 30 years. He lives in the Dripping Springs area and drinks water from his own Lower Trinity Aquifer well.
